Its not related.  The one for crm_mon is
http://hg.clusterlabs.org/pacemaker/1.1/file/3cbc3f62dad2/extra/PCMK-MIB.txt

Try man crm_mon for details on how to configure it to send snmp traps.
If its not listed there, then likely pacemaker wasn't built with snmp
support enabled.
