[ClusterLabs] PCS 0.11.12.1 released

I am happy to announce the latest release of PCS, version 0.11.12.1.

As mentioned in the previous PCS 0.11 release, the development has
slowed down. Only a couple of very important new features and one bug
fix were backported from the 0.12 release. It is now possible to rename
cluster nodes more easily and operation validations were also added. A
bug fix for incorrect order of constraints has also been backported.

This was originally an announcement for the 0.11.12 version. There is
no functional difference in the hotfix 0.11.12.1 release, but I noticed
that the 0.11.12 changelog was missing the Fixed section and decided to
properly fix it by making a new release with a corrected changelog.

Complete changelog for the 0.11.12[.1] release:

### Added
- Commands `pcs cluster node rename-corosync` and `pcs cluster node
rename-cib` for cluster node renaming ([RHEL-149172])
- Add validation for operations in `pcs resource update`, `pcs resource
op add`, `pcs stonith update`, and `pcs stonith op add` commands.
Operation names are now validated against agent metadata, and operation
option values are also verified ([RHEL-176268])

### Fixed
- `pcs constraint config` (and its variants for each constraint type)
now list resources in sets in the order defined in the CIB, instead of
sorting them alphabetically ([rhbz#2461143]) ([RHEL-176478])
