That's what I first thought, but under DRBD 9.0.25 (my current version 
from elrepo) a commit shows:

* Introduce the "disconnected" hander; it receives the last connection
    state in the evnironment variable DRBD_CSTATE

Under DRBD-UTILs on 9.14.1 (AFTER my current elrepo version):

* handlers: add "disconnected"

This is why I suspect it's a bug.

I'll try to see if I can build from scratch :(
