[ClusterLabs] PostgreSQL Automatic Failover (PAF) v2.3rc2 released

Hi all,

The second v2.3 release candidate of the PAF resource agent for Pacemaker has
been released yesterday. It includes two fixes since v2.3rc1.

The changelog since v2.2 includes:

* new: support PostgreSQL 12
* fix: wrong log message during switchover failure
* fix: race condition during election process, gh #131 reported by dud225
* change: with PostgreSQL 12, setting recovery_template is forbidden
* misc: debian package use /var/run/postgres as pghost default value
* misc: various small code cleanup

I expect this version to be the last release candidate. Release should happen
in a about a month.
