It sounds like a bug. If you can, please file a report at
bugs.clusterlabs.org and attach a pe-input from when it did the
unexpected actions. The pe-inputs are noted in "saving inputs" log
messages on the DC node, and the lines before that will have the
actions that were taken at that time.
