[Pacemaker] Packaging pacemaker-pygui for Debian

Hi,

Anibal and I (mostly Anibal) have been working on packaging
heartbeat 2.99 + pacemaker 1.0.1 for Debian. In order to provide
some sort of continuity for the heartbeat-gui package I am intending
to package pacemaker-pygui. I am currently working with 974:7aee676cadd8
as it seems to be significantly more up to date than 1.4.
