doc: fix misleading default value for migration-threshold

Configuration Explained correctly mentions that migration thresholds
are disabled by default, but talks about a numeric value of 0 in this
case. The correct value is INFINITY and shows up as such in crm_mon
and friends.

Correct the default value in the docs to INFINITY to confuse users
less.
