Yes, the improvement works for "utilization", "minimal" and "balanced"
strategy:

- The nodes that are more healthy and have more capacities get consumed
first (globally preferred nodes).

- The resources that have higher priorities and have higher scores on
globally preferred nodes get assigned first.
