Nope. It most probably errors out on the gateway check. Check the logs,
you should see a message saying "Gateway address 24.10.10.113 is
unreachable."

The intended purpose is to not allow a route through a gateway IP that
itself is not reachable via an existing route. But you're right, this
test should not return $OCF_ERR_INSTALLED during a probe. Will be fixed.
