[Pacemaker] pacemaker.spec for RHEL4

Hi,

It seems that Pacemaker 1.0.2 for RHEL4 on SUSE Build Service fails for the
following error.

configure: error: C++ preprocessor "/lib/cpp" fails sanity check

If " gcc-c++" is added at BuildRequires in pacemaker.spec,
the build could succeed.
