[ClusterLabs] PCS Web UI 0.1.24 released

I am happy to announce a new version of PCS Web UI - 0.1.24.

As of this version, the compatible PCS version can be found in the
docs/pcs-compatibility.md file [1]. It is now possible to enable and
disable fence device and manage its meta attributes. Other than that, a
bug that prevents deletion of ACL permissions was fixed, along with
failure to setup cluster with multiple links.
