[ClusterLabs] Release crmsh 5.1.0

Hello everyone,

I am pleased to announce that crmsh 5.1.0 is now available!

The new features since crmsh 5.0.0 include:

   - Dev: spec: create dirs in /var with tmpfiles.d to support Immutable OS
   - Dev: Replace terminology 'stonith' with 'fencing'
   - Dev: bootstrap: Skip csync2 by default
   - Check and fix SBD-related timeout values
   - Dev: bootstrap: Warn about deprecating legacy and
   unencrypted/unauthenticated knet transports
