[ClusterLabs] pcsd rest api need to be disable

Hi S Sathish S,

Providing REST API in order to facilitate node to node communication for 
the purpose of cluster management is the main function of pcsd. 
Therefore, there is no configuration option to disable it.

You can, however, disable the whole pcsd service. Of course, this would 
severely limit pcs abilities to manage the cluster. Using pcs in such a 
setup is not supported.

The cluster itself  doesn't depend on pcs / pcsd, though. It would 
continue running your services  with pcs / pcsd disabled or uninstalled. 
In other words, you are free to chose any available cluster management 
application or directly interact with its components.
