[ClusterLabs] pcs-0.10.x branch security fixes will be provided

Hi S Sathish,

pcs-0.10 branch is no longer maintained. The branch is not expected to 
receive any fixes of any kind. It is strongly recommended to upgrade to 
pcs-0.11 or pcs-0.12.
