I guess setting the security level to RH employee means that whoever
filed the issue is locked out of it too.  That's annoying.  I've changed
it back to unrestricted, but keep in mind this means anyone can see it
and anything attached.  I'm not sure how to make the issue private in a
way that you can still access it.
