[ClusterLabs] Thoughts on priority-fence-delay

Hi, all


    The priority-fence-delay attribute adds a delay to the node running with a higher priority 

in the primary and secondary resources, making the node fence take effect later. Is it possible
 to apply a similar mechanism to common types of resources, so that nodes running more
 resources avoid being fenced?
