The problem that occurred in RHEL8.4 also occurs in pacemaker bundled in RHEL8.7beta.

The previous fix is included in RHEL8.7beta's pacemaker, so it seems to be a different problem.

Due to this problem, stopping pgsql resources, etc. will fail.
