There is no universal solution; instead it depends on the hardware you have.
(If your devices are close to each other, one device's output port could even trigger the reset on the other board)
Unfortunately the documentation for fencing agents leaves verymuch to be desired:
When I tried to write one myself, I just stopped due to lack of details.

Acually you could "start to play", but for real-life you would want fencing.
