[ClusterLabs] FYI: fence history display regression in Pacemaker 2.1.2

Hi all,

A regression was discovered in the just-released Pacemaker 2.1.2. In
crm_mon's fence history display, fence actions will be listed with a
time near the Unix epoch (Jan. 1, 1970).

Anyone packaging or building Pacemaker 2.1.2 from source is recommended
to apply commit 0339e89f from the master branch as a patch.

Since this only affects the display, there are no plans for a special
release. The fix will land in the next normal release, expected around
the middle of 2022.
