Hi Ulrich,
This should be another issue; I created a PR in https://github.com/ClusterLabs/crmsh/pull/804
Just one line changed, or you could download changed package from https://build.opensuse.org/package/binaries/home:XinLiang:branches:network:ha-clustering:Factory/crmsh/SLE_15_SP2
Thanks!
Regards,
xin

The relevant part was ("params param ..."):
primitive prm_xen VirtualDomain \
params param config="/etc/libvirt/libxl/vm.xml"
hypervisor="xen:///system" remoteuri="xen+tls://%n.uni-regensburg.de"
autoset_utilization_cpu=false autoset_utilization_hv_memory=false \
op start timeout=120 interval=0 \
op stop timeout=480 interval=0 \
op monitor interval=600 timeout=90 \
op migrate_to timeout=220 interval=0 \
op migrate_from timeout=220 interval=0 \
utilization utl_cpu=20 utl_ram=16384 \
meta priority=5500 allow-migrate=true \
meta 1: resource-stickiness=0 \
meta 2: rule 0: date spec hours=7-19 weekdays=1-5
resource-stickiness=1000
