[ClusterLabs] Pacemaker 1.1 series is now officially retired

Hi all,

I had initially planned to make one last Pacemaker 1.1 series release
at the end of this year. However at this point, we have not had a
single backport to 1.1 since the last release, so I am happy to declare
that 1.1.23 was the final release. :)

We will still accept pull requests backporting fixes from Pacemaker 2
to the 1.1 branch in case anyone wants to make them readily available,
but there will be no more official releases.
