[ClusterLabs] pcs status shows all nodes online but pcs cluster status shows all nodes off line

I have problem while setup pacemaker on debian 9 servers. i have 3 server and I installed apt install pacemaker, corosync, pcsdfirewalld fence-agents
pcs status
