[ClusterLabs] Q: All the versions

Hi!

I have a question on the various versions in the RA metadata. For example:

<?xml version="1.0"?>
<!DOCTYPE resource-agent SYSTEM "ra-api-1.dtd">
<resource-agent name="HealthCPU" version="0.1">
<version>1.0</version>

The XML version should be OK. Next version is the RA API version 1 as indicated in the file name.
Then the resource-agent element has version "0.1".
Is that the version (0.1) that should be incremented if the metadata changes or the contents of the <version> element (1.0)?
