[ClusterLabs] Off-line build-time cluster configuration

Yes, you could think of our use case as an appliance. I'm being
intentionally vague about the actual implementation, but the underlying
requirement to build an arbitrary cluster configuration off-line, or
pre-boot, is the key thing we're looking for help with.
