I think I'm running most current versions available:

nfs-utils-1.3.0-0.61.el7.x86_64
[root at cs-nfs1 ~]# rpm -qa resource-agents
resource-agents-4.1.1-12.el7.x86_64
[root at cs-nfs1 ~]#

Try upgrading resource-agents and maybe nfs-utils (if there's newer version for CentOS 7).

I recall some issue with how the nfs config was generated, which might be causing this issue.
