If there is a state "promoted", what about "deomoted"?
Likewise: What about "starting", "stopping", "promoting" and "demoting"?

It sounds as if states and roles were orthogonal concepts, when obviously they aren't.
It sounds as if more states were needed, but the pacemaker framework doesn't support those.
Isn't a rule just a state is disguise?
