[ClusterLabs] are there equivelent restful apis for crm commands

Hi hailong

If possible, using ssh in container to log in your host,
and then run crm shell to get your job done.
Crm shell is designed to run on HA stack,
I don't think it's a good idea to separate crm from HA stack.
