[ClusterLabs] Pacemaker cluster not working after switching from 1.0 to 1.1

Thanks for the followup, Ken.
We set up a pair of servers running Ubuntu 16.04 LTS (which comes with 1.1.14-2ubuntu1.1) and the cluster works as expected.
It looks like the problem was just a bug in the version of Pacemaker that comes with Ubuntu 14.04 LTS (1.1.10+git20130802-1ubuntu2.3).
