[ClusterLabs] Preventing switchover in case of failing ping node

There's no way for one node to predict that all other nodes will also be
unable to see the target. The only workarounds I see are:

* Use a second ping target on a different path, if available

* If the maintenance is planned, you could disable the relevant
constraints during the window
