[ClusterLabs] Coming in 1.1.16: versioned resource parameters

FYI, this feature is being held back to 1.1.17, due to a planned
reimplementation that adds functionality and handles rolling upgrades
better. It will still be available in the master branch, but not the 1.1
branch.
