[ClusterLabs] Cluster reboot fro maintenance

Maintenance worked perfectly:

- cluster in maintenance: crm configure property maintenance-mode=true
- update vm os etc
- stop corosync/pacemaker
- reboot
- start corosync/pacemaker
- cluster out of maintenance: crm configure property
  maintenance-mode=false
- all resources went up ok
