It is expected that resources on an unresponsive node are considered
failed. The question is how to recover, and the answer is fencing.

I'm guessing from your logs that stonith is disabled, which leads to
exactly the situation you describe -- the cluster must assume resources
on the unresponsive node need recovery elsewhere (i.e. this is high
availability!) but it is unable to force the unresponsive node into a
known down state. So when the unresponsive node is actually still
running the resources, and rejoins the cluster soon after, multiple
instances of the resources are running.

With fencing, the cluster would power down the unresponsive node before
bringing up the VMs elsewhere, thus preventing the data corruption.

I haven't used system Z myself, but I understand there is a fence agent
fence_zvmip which contacts the SSI to shut down the guest. It requires a
static LPAR-to-guest mapping, so unfortunately live migration cannot be
used. I believe there was work in progress to remove that limitation.
