[ClusterLabs] SAPDatabase is not starting Sybase database

agent does not use startsap; it is using saphostctrl as root:

$SAPHOSTCTRL -function StartDatabase -dbname $SID -dbtype $DBTYPE
$DBINST $FORCE -service

does it work for you manually?
