[ClusterLabs] SAPDatabase is not starting Sybase database

No.

I can start the Application instances via $SAPHOSTCTRL as:
     /usr/sap/hostctrl/exe/sapcontrol -nr 00 -function Start
/usr/sap/hostctrl/exe/sapcontrol -nr 01 -function Start

But when I try to execute the:
/usr/sap/hostctrl/exe/sapcontrol -function StartDatabase ** ** **
command prints help for me to read
