Can you run;

fence_ipmilan -a <target_ipmi_ip> -l <ipmi_user> -p <ipmi_passwd> -o
status?

if that doesn't work, you might need lanplus (or other options). Check
the 'man fence_ipmilan' for a list of options that are available. Test
them using the 'fence_ipmilan ... -o status' at the command line. Once
you have the status working, try manually calling '-o off' and then
'-o on'. If that works, then it's just a matter of translating the
'-x' switches to their 'foo=bar' STDIN versions, which will also be in
the man page.

If you have trouble still, once you have the 'fence_ipmilan' command
line call working, paste it here and we can help you translate it into
the pacemaker configuration version.
