[ClusterLabs] Avoid resources to start in parallel

Hi,

If you use Pacemaker-1.1.12. There is a way to restrict the number of
concurrent executions per the node below.
Please set the node-action-limit to cluster_property_set.

example)
# crm configure property node-action-limit=2
