[ClusterLabs] "Soft" dependencies using templates

Hello

In my scenario i have several virtual machines acting as Authentication
and DNS servers in my cluster.  At least one of these machines should be
available before the others start. 

Is there a way to create a resource order constraint that requires at
least 1 of these servers to be up before anything else will start? 
Maybe using resource templates?
