[ClusterLabs] Anyone successfully install Pacemaker/Corosync on Freebsd?

Very superficial search suggests that it may be pkgconf package.

I do not know FreeBSD packaging details, but in Linux packages are
usually split into run-time and development part. You need development,
not run-time.

Contact FreeBSD list for both issues, you are likely to get better
answer there.
