I think the user base will answer this in terms of how many users get a RA do
what they expect it to do, and I'd favor that decision over some maintainer
decision whether this or that is better or worse.

After users have set up their preference, the maintainer of the software could
add a work of obsolescence to the RA that lost in the users' vote...
