You are getting bitten by this RHEL/CentOS7 bug:
https://bugzilla.redhat.com/show_bug.cgi?id=1171603

You need to copy the following files from /usr/lib/systemd/system/ to
/etc/systemd/system/:
nfs-server.service
nfs-lock.service
rpc-statd.service

and then replace "rpcbind.target" with "rpcbind.service" in all three
files. After that you will no longer run into the 1 minuten timeout and
the nfs-server resource script should work better.
