I haven't looked there, but there should be a manual page (ocf-tester(8)). I use it like this:
--
/usr/sbin/ocf-tester -n your_resource_name \
-o param1="value1" \
...
path_to_RA
--
When testing, the resource should not be running (not be controlled by the cluster).
