Thank you for pointing this out. I added this to global_common.conf:
============================================================================
common {
	handlers {
		fence-peer "/usr/lib/drbd/crm-fence-peer.sh";
		after-resync-target "/usr/lib/drbd/crm-unfence-peer.sh";
	}
	disk {
		fencing resource-only;
	}
}
============================================================================

and the split-brain is gone.

Sorry for the noise and not completely reading the docs.

Andrew, I closed bug 5217 as RESOLVED/INVALID.
