No, you're definitely not missing anything.  The 'pcs cluster cib' output isn't 
pretty.

I'm looking at adding the ability to turn a cib xml file into pcs commands that 
can generate that xml file, but there are several other items I'm working on 
first.  So it may be a little while before that gets added.
