I try to focus on the bits needed to build/install pacemaker.
You could maybe try:

rpmbuild --rebuild
http://ftp.iinet.net.au/pub/fedora/linux/releases/17/Everything/x86_64/os/Packages/r/resource-agents-3.9.2-2.fc17.1.x86_64.rpm

Correct. I believe they publish rpms somewhere.
