Use negative location constraints:

location lname1 mysql-ip1 -inf: C
location lname2 mysql-ip1 -inf: D

Or similar. Alternatively, make your cluster asymmetric then add
positive location constraints. Whatever makes the configuration
smaller and/or easier to understand.
