[Pacemaker] The problem that a resource does not move by the monitor error of the clone.

Hi,

Step1) It started in three nodes as follows.

Step3)I expected movement to srv03 of the UMgroup01 resource, but do not move. 

What will be a problem? 
Or is it a bug?
