Well, that's the way it works. Things are a bit complicated
because target-role can also be set at the group level. If you
want just to remove the target-role meta attribute, you can use
'resource meta myrsc delete target-role'. Under some (or most)
circumstances it's equivalent to 'resource start myrsc'.
