%dir %attr (750, %{uname}, %{gname}) %{_var}/lib/heartbeat/crm

And you need to add

%dir %attr (750, %{uname}, %{gname}) %{_var}/lib/pengine
%dir %attr (750, %{uname}, %{gname}) %{_var}/run/crm
