Yes it's new.
The schema wont allow you to add a constraint for a resource that  
doesn't yet exist (or remove a resource if it is referenced in a  
constraint).

To update the config with both at the same time, run 'cibadmin -M -- 
xml-file blah.xml' with something like the following:
