[Pacemaker] instance id after split brain

Hi,

When I do some tests about split brain, I find the following behavior.
After recovering from split brain, it seems that crmd receives the instance
id which is the same one during split brain.
Some nodes could get the newer id if they got the old one once, but some
couldn't get it and join the member. 
Do you think the attached patch can ignore the old instance id?
Does this make no sense?
